Reflecting the Current Development of Japanese-German Relations

During the increasingly challenging times since the beginning of Russia’s war of aggression against Ukraine, the G7 have been successively presided by Germany (2022) and Japan (2023). At the summit held in Hiroshima on May 19-21, 2023, G7 leaders continued to discuss, amongst many other topics, economic resilience and economic security, and showed strong unity in their support for Ukraine. It was already the third stay of Chancellor Scholz in Japan during his term in office, after his inaugural visit in April 2022 and the first German-Japanese Intergovernmental Consultations which were held in Tokyo on March 18, 2023 and emphasized both countries’ mutual intention to further intensify collaboration e.g. in protecting critical infrastructures, safeguarding supply chains and trade routes, and securing energy supply.

The Japanese-German value partnership in preserving a multilateral rules-based international order has been stressed long before Russia’s invasion of Ukraine – but how has it further evolved since then, in times of “Zeitenwende”, and in times of increasingly reflecting approaches such as diversifying and de-risking partnerships? This panel discussion aims at reviewing the current development of the Japanese-German relations in light of the outcome of the recent G7 summit and Intergovernmental Consultations with a particular focus on security policies and economic security.
